Kushner Companies Begins on 360-Unit Livana Colts Neck

An endeavor that will transform almost 40 acres of land into a modern residential complex is officially underway and will create significant new affordable housing in one of New Jersey’s wealthiest towns.

Jersey Digs reported back in 2021 on approvals granted to Kushner Companies for a large swath of land along Route 537. Formerly known as Colts Neck Manor, the entirety of the project is set to total 16 buildings.

Designed by Lambertville-based Minno Wasko, the development’s 15 residential structures will all rise four stories and consist of 360 apartments. 72 of the residences will be designated as affordable units as part of a settlement Colts Neck reached in March 2020 with the Fair Share Housing Center.

The inclusionary housing component will be spread out among the different buildings. The complex will also include 698 parking spaces for residents in several surface parking lots scattered throughout the property.

“We are incredibly excited to develop the first ever luxury rental apartments in Colts Neck,” said Michael Sommer, Kushner’s Chief Development Officer. “Our team has developed a plan that respects the character of the area while delivering essential housing and an upscale lifestyle that aligns with the beauty of this location.”

Plans for the clubhouse at the development, which will be situated at the property’s southwest corner, include a pool, lounge and party room, gym facilities, and workspace areas. The exterior of the development’s buildings will mostly utilize fiber cement siding along with some stone components.

The endeavor will construct a new underground, onsite wastewater treatment and disposal system, which had been a bone of contention. The site’s proximity to Yellow Brook once caused the Sierra Club’s New Jersey Chapter to publicly oppose the project.

However, New Jersey’s Department of Environmental Protection granted developers a permit to build the wastewater treatment facility last month and work is now underway. Kushner expects construction of Livana Colts Neck to be completed by February 2027.

Kushner, who own the prominent Pier Village in Long Branch, have been busy in Monmouth County as of late. The company is also behind the Monmouth Mall redevelopment project in Eatontown, which recently obtained a $415 million loan to fund the already underway construction.
