
In a unanimous roll call vote, the Plainfield Planning Board approved a 36-unit apartment building at 1123 West Seventh Street as part of the town’s 197 Scattered Properties Redevelopment Plan. The new development will be rented as 100% workforce housing.
The three-story building will be ADA compliant and fully sprinklered and contain six studios, fourteen one-bedroom units, ten two-bedroom units, and six three-bedroom units. To blend in with surrounding single-family homes and garden apartments, the exterior will use brick veneer and clapboard siding, as well as a gable roof.
Ground floor amenities include a lounge, co-working spaces, fitness center, and tenant storage. Outside, residents will enjoy a large outdoor space with a landscaped patio, dog run, EV charging stations, and covered parking. The project will also provide dedicated space for food and package delivery services.

The project was presented by Brian Taylor, AIA, President, Taylor Architecture and Design. Building was overseen by Stacy Mulrain, RA and Kevin Tempalsky, both from Taylor. The rest of the presenting team included Land Use Attorney, Michael Coskey of Greenbaum, Rowe, Smith & Davis LLP, Civil Engineer, John Manilio, PE of Manterra Design, LLC and Planner, Matt Flynn, AICP/PP of John McDonough Associates, LLC.
Workforce housing is designed for middle-income workers earning between 60% and 120% of the area median income (AMI), based on American Community Survey Five-Year Estimates.
The 197 Scattered Properties Redevelopment Plan is the sixth amendment of a plan first initiated by the Plainfield City Council in 1999 to determine whether 453 properties in the city met criteria to be declared “Areas in Need of Redevelopment.” The Planning Board adopted a plan later that year with the recommendation that 219 properties be designated. The current 197 Scattered Properties plan was amended in 2021.
