An undeveloped lot and a surface parking lot at the corner of Ocean and Seaview Avenues in Greenville are inching closer to new life after the Jersey City Planning Board approved a site plan.

Officials voted to approve a plan for a new five-story mixed-use project at 89 Ocean Avenue during the board’s regular meeting on October 13. The board also approved two setback variances as part of the proposal.

Professionals representing the applicant, Ocean Avenue Developers NJ LLC, told the board the building will include 1,354 square feet of ground-floor commercial space, eight parking spaces, and 40 residential units.

The residential component will include one affordable three-bedroom unit, three two-bedroom units, 24 one-bedroom units, and 12 studio apartments. Each unit will include a washer and dryer.

The building’s front lobby, parking garage, and bike racks will be accessible from Seaview Avenue. Residents will have a 440-square-foot rooftop amenity space, a 1,550-square-foot roof deck, and a 3,528-square-foot green roof.

Jeffrey Lewis, the project’s lead architect, told the board that the building’s façade will use fiber cement siding; the exterior will feature cedar-colored siding and medium-gray fiber cement, with black, aluminum-framed windows. He also said that the building would include a trash chute on each floor.

Thomas Leane, the attorney representing the applicant, told the board that the developer will also seek to work with the city’s Department of Planning and city council to add a loading zone to the project, since the council must approve loading zones.

The planning board’s approval comes seven years after Jersey Digs reported that a different limited liability firm, 86-92 Ocean Ave LLC, filed an application for a six-story building across the street at 86 Ocean Avenue. The proposal called for a mixed-use building with 35 apartments, over 1,500 square feet of ground-floor retail space, self-storage, and a lobby. However, according to a Google Maps archive, the site did not appear to have been developed as of October 2025.

An archived listing on LoopNet.com also shows the same development site being marketed for sale.
