Rahway Celebrates Groundbreaking on Public Housing Townhouse Apartments

A large-scale public housing redevelopment in Rahway is officially underway with the ceremonial groundbreaking of Glendenning Homes Phase 1. City officials, the Alpert Group, leaders of the Rahway Housing Authority (RHA) and financing partners assembled to kick off the first phase of a project that will replace 58 current public housing units with an equal number of brand new, modern townhouse-style apartments.

The redevelopment is funded by the New Jersey Housing and Mortgage Finance Agency’s (NJHMFA) Urban Preservation Program (UPP) Funds, equity investment from TD Bank, syndicated by Enterprise Community Partners, and NJHMFA 4% Low Income Housing Tax Credits. Construction financing will come from TD Bank. The project aims to modernize affordable housing in the City of Rahway while maintaining affordability for existing residents.

“Today we begin a new chapter for Glendenning Homes—one that brings high-quality, energy-efficient, modern housing to our families. This redevelopment reflects our commitment to creating communities that our residents are proud to call home, commented Rahway Mayor Raymond A. Giacobbe. “I thank the Housing Authority, The Alpert Group, NJHMFA, Enterprise, TD Bank, and all of our partners for making this possible.”

The new development emphasizes sustainability, integration with the surrounding neighborhood and the well-being of residents. The 58 new homes will have from two to four bedrooms, featuring spacious, family-friendly layouts, central air and heat, private entrances, and ENERGY STAR-rated appliances. Glendenning Homes will become one of the most energy-efficient affordable housing developments in the state.

“Our priority has always been our residents. Through the RAD/Section 18 blend and our partnership with The Alpert Group, we are delivering apartments that are sustainable, dignified, and built to last,” added RHA Executive Director Jennifer Wenson Maier. “Every resident has the right to return, and they will come back to a community that supports their future.”

The Rahway Housing Authority and The Alpert Group are co-developers of the Glendenning Homes Redevelopment Initiative. Key additional members of the project’s development team include:
