
A long-vacant property along the waterfront of Atlantic City’s northern end could finally be transformed into a modern multi-family housing complex as plans for a project called Caspian Point have been partially greenlit by officials.
During a recent meeting, the New Jersey Casino Reinvestment Development Authority (CRDA) approved a plan from a subsidiary of Kushner Companies to revitalize an empty parcel at New Hampshire and Caspian avenues. The address was the former home of the Garwood Mills department store, which was destroyed by fire in the mid-1970s.
Kushner acquired the parcel roughly 20 years ago but has been beset by various false starts and delays in redeveloping the land. Some progress was made last year, however, when the company was granted a Payment in Lieu of Taxes agreement by the Atlantic City Council.

Kushner has now taken another step to build 180 new apartments at the site, which sits along the Absecon Inlet. Designed by Minno & Wasko Architects and Planners, Caspian Point comprises four residential buildings and a clubhouse, with each residential portion rising four stories and containing 45 apartments.
No affordable housing component is included in the plan. The complex will feature surface parking spaces throughout the five structures that encompass the plan.

“Caspian Point benefits from a strong waterfront location in Atlantic City’s Inlet neighborhood, with views across the Absecon waterway toward Brigantine and access to neighborhood amenities like Gardner’s Basin and the boardwalk,” said Kushner’s Chief Development Officer Michael Sommer in a statement. “We’re pleased to have advanced through the CRDA process and continue moving through the remaining entitlement approvals, which we expect to complete in the second quarter.”
An exact groundbreaking date for the project has not been announced, but representatives from Kushner previously told Jersey Digs that Caspian Point is anticipated to be “shovel-ready” in 2026.
The development is near Atlantic City landmarks like the Aquarium and the Absecon Lighthouse, plus other recent efforts like Lighthouse Row and the North Beach Mini Golf facility.
