An affordable housing development in Atlantic City by Irvington-based real estate developer Adenah Bayoh was recently awarded a $203,000 grant by the city’s municipal council.
Officials voted to approve a resolution that will fund a six-unit housing development at 303 North South Carolina Avenue during the council’s regular meeting on August 19, nearly 14 months after the developer and city officials held a groundbreaking ceremony for the project.
The legislation states the city is in receipt of Community Development Block Grant funds and intends to provide financial assistance to Bayoh’s real estate firm, Foya Development Group LLC, for the affordable housing development. The firm will receive $203,709.04 as a subrecipient of the block grant under the resolution.
A press release issued by Foya Development in June 2025 states that the development is a partnership among the New Jersey Department of Community Affairs, Atlantic City, and CEO Enterprises. The project is intended to facilitate homeownership for low- to moderate-income families in the city.
Cherry Hill-based design firm Thriven Design, which provided architectural and engineering services for the project, said the homes feature three bedrooms, front porches, rear decks, off-street parking, and energy-efficient appliances and fixtures. The firm said in a prepared statement that the homes mirror the neighborhood’s design, which consists of shore-style single-family homes. Every home is within walking distance of mass transit and community amenities including restaurants, retail and potential sources of employment.
The Atlantic City Planning Board reviewed the subdivision proposal for the project in October 2024, eight months before the project officially broke ground.
Thriven said it has worked alongside Bayoh at the Southside View and Springview housing complexes in Newark, which encompass over 100 affordable and multifamily units. Thriven also worked alongside Bayoh on its 56-unit apartment complex at 722 Chancellor Avenue in Irvington.
Bayoh, the founder and CEO of Foya Development, is also leading an 85-unit development at 916 Arctic Avenue in Atlantic City. That project, known as The Sheila, consists of studios, one- and two-bedroom affordable units for residents older than 54. Atlantic City approved a 50-year PILOT agreement for the project in April 2025.
Jersey Digs reported in July that Bayoh is also behind a proposal to redevelop an assemblage next to the New Eden Baptist Church in Newark’s West Side neighborhood. That project, at 682-700 South 12th Street and 683-689 South 11th Street, was approved by the city’s Central Planning Board on June 29 and will consist of a new five-story residential building that will be 100% affordable for residents earning 60% of the area median income. The approved site plan required 28 variances and seven design waivers. The project will include ground-floor parking, amenities and a playground.
