Part of the former site of the Burlington County Times newspaper headquarters in Willingboro will be transformed into a subdivision of 129 for-sale townhouses on 12.4 acres, according to a plan the Township Planning Board approved.
Willingboro Townhomes AMS DEV LLC of Fort Lee, New Jersey – owned by AMS Development LLC and Michael Mitnick – received preliminary and final major subdivision and preliminary and final major site plan approvals from the board.
The board voted in favor of the plan for 4284 Route 130 on August 10 and memorialized its decision with a resolution on September 14. The Township executed a redevelopment plan for the property in July.

Townhomes will be in 18 three-story buildings with garages and in two two-story buildings designed for handicap access. Seven of the two-story townhomes will be deed-restricted as affordable housing, and the balance will be sold at market rates.
All units, on 61-foot lots, will have three bedrooms.
Before the newspaper plant was built, the property was farmland, according to the developer’s testimony. The property owner is listed as Levittown Times Corp. of Langhorne, Pennsylvania.
Some trees will be removed, but the developer said they will be replaced with 170 new trees, exceeding the Township’s tree-replacement requirement.
The development will have 316 total surface, garage, and driveway parking spaces.
Shropshire Associates LLC of Atco, New Jersey projected that the development would generate 15 in and 45 out trips in the morning peak hour and 38 in and 32 out trips in the PM peak hour.
