A 75-unit townhouse development with affordable housing that will replace an office building on Route 10 in Randolph, Morris County, has cleared the Township Planning Board.

The board approved the Toll Brothers preliminary and final site plan after a hearing in May and memorialized the resolution in July. No members of the public testified.

Applicant Toll NJ I LLC of Freehold will demolish a 20,800-square-foot office building at 855 Route 10 and construct the townhouses in eight buildings.

“The applicant’s professionals established that the overall development is beneficial to the community, creating affordable housing within the proposed complex, which will repurpose an existing underutilized site,” the board resolution states.

Fifteen of the 75 townhouses will be affordable housing, and the balance will be market-rate units. The 20% set aside for affordable housing is part of Randolph Township’s fourth-round affordable housing plan approved by the court earlier this year.

The market-rate units include 30 two-bedroom townhouses and 30 three-bedroom units. The single-floor affordable housing units, which will be dispersed throughout the complex, include 10 two-bedroom units and five three-bedroom units.

A garage and driveway will be provided with each market-rate unit, and parking spaces will be available for the affordable units.

A traffic analysis from the developer projects the complex will add 39 peak morning hour trips and 43 peak afternoon hour trips.

The project will actually result in a reduction in impervious coverage over the 6.8 acres compared with the previous office development, according to the developer’s testimony.
