New Jersey’s First Neuroinclusive Apartment Complex Breaks Ground in Red Bank

An innovative project that will provide new units for independently living adults celebrated its formal development start as THRIVE Red Bank has begun construction.

More than 200 THRIVE Red Bank Partners recently gathered to celebrate the state’s first neuroinclusive apartment complex. Set to rise at 273 Shrewsbury Avenue at Dr. James Parker Boulevard, the three-story, 34,000-square-foot residential building will provide 32 one-bedroom apartments for independent living, with five of the units set aside for affordable housing.

The first floor of the eventual facility will be dedicated to amenities such as a shared community engagement space, a teaching kitchen, a health and wellness space, and a sensory space. The property management at the eventual complex will be performed by the not-for-profit Parents With A Plan, with supportive amenities to be offered by Rutgers Center for Adult Autism Services.

“Parents With A Plan started six years ago, during a pandemic,” said John Klein, Managing Partner of THRIVE Red Bank. “This has been a serious, four-year journey to understand the needs of the neurodiverse, and the need is so great in this part of the country.”

Designed by CPA Architecture, potential residents at the complex must apply and be evaluated to determine if the program is a fit. Applications can be found at parentswithaplan.org.

“All of us will have a child, grandchild, niece or nephew who will benefit from what we’re doing today,” said New Jersey State Senator Vin Gopal, who helped secure more than $200,000 in state grants for Parents With A Plan. “What you are doing today will impact generations who aren’t here yet.”

Construction on THRIVE Red Bank is expected to take a little less than two years, with the project hoping to open early to mid-2027.
